This permission allows users added under the Members section of the Discovery Management group to back up and/or restore user item(s) not only for their own account, but also the accounts of other users in the same Members section.

1. Open https://admin.exchange.microsoft.com.
2. Log in to the Office 365 as an account administrator.
   
3. Select Roles in the left menu and Admin Roles directly below it, then select the Discovery Management role.
   
4. Go to the Permissions tab (3rd tab) and make sure the following permissions are enabled:
   • ApplicationImpersonation
   • Legal Hold
   • Mailbox Import Export
   • Mailbox Search
   • Public Folders
   
5. Click Save to confirm and exit the setting.
